Yes, it is possible. There are two options.
Option 1
Ignore the "event rate" metric: select the OxD option in the acceptance criteria, so that the traffic lights will be not based on event rate. In this case you do not need to care about R and F values.
Option 2
Adapt the "event rate" metric to your situation. If for instance you are evaluating the process of "acquiring a new LINAC", which is repeated on the average every 5y, you may want to use "1/decade" instead "patients/y".
